Chief Operating OfficerAudrey joined NSCS in 2020 as the Director of Addiction Services, was promoted to Assistant Vice President of Clinical Operations in 2022 and became Chief Operating Officer in 2024. As COO she is responsible for the day-to-day operations of the organization and oversees all clinical programming, including behavioral health, substance use, developmental disabilities and recovery services for individuals of all ages.
Prior to returning to NSCS in 2020 as the Director of Addiction Services, Audrey was the Coordinator of NSCS’s Intensive Outpatient Program starting in 2015. Upon moving to N.H., Audrey worked as the clinical manager at Riverbend Community Mental Health in Concord, N.H., supporting teens and adults with substance use as well as the Merrimack County Drug Court. Audrey got her start in addiction services as a residential counselor while pursuing her undergraduate degree in psychology.
A licensed independent social worker (LICSW) and Licensed Alcohol and Drug Counselor (LADCI), she earned a Master of Social Work degree from University of New Hampshire and a Bachelor of Arts degree in Psychology from Keene State University. Audrey is also graduate of the LEND Program (Leadership Education in Neurodevelopmental Disabilities).

Kim Joyce
Chief Financial OfficerKim Joyce
Chief Financial OfficerKim has spent the majority of her career working in health care and human services, joining North Suffolk Community Services as the Chief Financial Officer in 2017. As CFO, she is responsible for the overall financial health and stability of the organization.
Prior to joining NSCS, Kim spent nearly 20 years as the CFO for Swampscott/Peabody-based Aviv Center for Living (previously known as the Jewish Rehab Center) managing the daily responsibilities of accounting, finance and IT, as well as multiple major construction projects. She also served as co-CEO for two years during the reorganization and transition after JRC was acquired by Chelsea Jewish Lifecare in 2014.
A native of Connecticut, she started her career as a hospital budget and reimbursement analyst in that state, before taking a position as a budget and reimbursement manager at a large senior care management group in Massachusetts.
Kim earned her Master of Business Administration from Southern New Hampshire University and holds a bachelor’s degree in accounting and business from Central Connecticut State University. She serves on the board of HAWC (Healing Abuse Working for Change), a domestic abuse organization on the North Shore.

Judi Lemoine

President, Chief Executive OfficerAn experienced and respected leader who has been with North Suffolk Community Services for more than 30 years, Judi was named President and CEO of the organization in June 2024. She most recently served as Senior Vice President of Clinical and Systems Integration, overseeing the implementation of one of the commonwealth’s first community behavioral health centers.
Throughout her career with the organization, she has held multiple leadership positions, including Program Manager of Day Services, Director of Ambulatory Services and Director of Operations. In each of these positions, she developed and expanded programming based on the needs of the clients and the communities served. In 2012, Judi was promoted to Chief Operating Officer, responsible for the overall clinical and rehabilitative operations and related activities of the agency, including management of staff, fiscal, capital and community resources.
Judi began her career at North Suffolk as a nurse at the Conexions Day Treatment program, where she developed the field placement training for nursing interns in the outpatient clinics and day treatment programs as a Community Preceptor Supervisor for the nursing programs at Simmons University and Northeastern University.
A Registered Nurse, she holds a Bachelor of Science in Nursing from Simmons University. She was recognized with the induction into Sigma Theta Tau as a Nursing Leader for her development of field placements in the outpatient and day treatment programs.

Shunda McGahee
MD, Chief Medical OfficerShunda McGahee
MD, Chief Medical OfficerDr. Shunda McGahee joined North Suffolk Community Services as the Chief Medical Officer in 2022. She has work in community mental health centers in leadership, psychiatric consultation, and medical staff for the duration of her career.
Throughout her distinguished career she has served as Medical Director of Ambulatory and Community Services for Beth Israel Lahey Health Behavioral Services; worked for Boston Healthcare for the Homeless; Massachusetts Department of Mental Health Center; and South End Community Health Center. She is a clinical instructor for Harvard Medical School and supervising psychiatrist for multiple residency training programs throughout Boston, including Massachusetts General and McLean hospitals, Beth Israel Lahey Health, Brigham and Women’s Hospital, and Tufts Medical Center.
As a former National Health Service Corp Scholar, her clinical interests have focused community mental health in underserved populations, Dr. McGahee leads and specializes in community programs which provide treatment for the severely, chronically mentally ill with co-occurring substance use disorders. She is an innovator in the area of community and public psychiatry, particularly the training and sustaining health professionals in long-term careers in the public sector. She has lectured locally and nationally on mental health care delivery in community and underserved populations.
Dr. McGahee earned her medical degree from Georgetown University and her bachelor’s degree in chemistry from Howard University.

Michelle McKenzie
Chief Administrative OfficerMichelle McKenzie
Chief Administrative OfficerMichelle returned to North Suffolk Community Services in 2024 to serve as Chief Advancement Officer, overseeing the agency’s internal and external communications, marketing and development efforts. She previously worked at North Suffolk from 2020 to 2022 as the communications and development specialist, working to elevate the important work being done throughout all the organization’s service areas.
In between, Michelle was an account manager with Ball Consulting Group, specializing in strategic and crisis communications for nonprofit human services providers. Prior to NSCS and Ball Consulting, Michelle led the communications efforts at the Providers’ Council, the largest association of human services providers in New England. In all these roles she increased community engagement through social media, produces eye-catching collateral and marketing materials and brought stability and consistency to their messaging.
Michelle started her career as a sportswriter and editor at The Enterprise in Brockton, Mass. after earning a bachelor’s degree in journalism from Boston University.
She is a former board member for the Animal Protection Center of Southeastern Massachusetts (APCSM) and Weymouth Little League. She was also the human half of a Dog B.O.N.E.S. Therapy Dog team with her beloved pit bull Hathaway, visiting adults with intellectual and developmental disabilities.

Jason Romano
Chief Human Resources OfficerJason Romano
Chief Human Resources OfficerJason joined North Suffolk as Chief Human Resources Officer in 2014, and also serves as the organization’s safety officer. With more than 25 years of experience, he oversees all major HR functions including employee relations, policy, wage and salary administration, benefits, recruitment and retention, safety and workers’ compensation, labor relations, and training.
Prior to joining NSCS, Jason worked for a nonprofit community services agency in Maine and Massachusetts from 1995-2014. He started his career in behavioral health working as a mental health counselor in group homes before transitioning to human resources.
Jason was born and raised on the North Shore of Massachusetts. He earned a bachelor’s degree in psychology from Plymouth State University in New Hampshire. [ADD Certifications, Societies here] and serves on the Human Resources Committee for the Association for Behavioral Healthcare. Away from the office, Jason is an active volunteer with local youth sports programs, coaching and mentoring children in the community.

Julio Vazquez
Chief Information Technology OfficerJulio Vazquez
Chief Information Technology OfficerJulio Vazquez began his career with North Suffolk in 2000 as the Director of Information Technology and was promoted to Chief Information Officer in 2010. He is responsible for all aspects of information technology at NSCS, including the management, implementation, availability and security of information technology systems throughout the agency. Julio also oversees the IT support, IT operations and IT applications teams.
Prior to NSCS, Julio was employed at the Risk Management Foundation/CRICO, where he served in various capacities in the Information Technology Department. He is a graduate of the University of Massachusetts Amherst.
